Sweetheart Belt / Veterans Belt ?

This is either a Sweethearts Belt or a Veterans Keepsake. It appears to be an ornamented stable belt. 

It has a total of 77 medal ribbons, including German, French, British, American and possibly others, from both World Wars.  

The buckle has a picture of most probably the owner, a very unusual and unique item
